Premiere Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

Premiere Urgence Internationale (PUI) is implementing humanitarian activities in Nigeria since April 2016, supporting population with food security, nutrition and health project in Maiduguri and Borno State.

Job Title: Storage and Transportation Officer
Location: 
Monguno, Borno

General Objective

  • Performing the day to day activities and administrative processes for the storage and transportation of medical and non-medical goods for all PUI bases in Borno State according to PUI protocols and standards in order to ensure the optimal running of the mission / projects.
  • He / she is under the direct supervision of the Supply Chain Manager.

Responsabilities And Tasks
Store management:

  • Stand as the focal point for all issues regarding the warehouse for the Supply Team
  • Ensure the formal communication linked to the store within the Supply Chain.
  • Manage and organize the reception, storage and shipping of all supplies at the warehouse
  • Ensure all requests of stock are sent and delivered to the requesters (project managers) in a timely manner
  • Communicate all delays or variances in inbound/outbound freight to the appropriate parties
  • Monitor the quality of products at the time of reception, in coordination with the Supply-chain Supervisor.
  • Regularly monitor the quality of products during storage. Pay special attention to expiration dates (if applicable)
  • Plan warehouse layout and space requirements (to prevent loss or damage and achieve warehouse optimization) and organize the implementation
  • Supervise the team of daily workers in charge of transport and storage activities
  • Ensure the recruitment of daily workers for logistics needs.
  • Ensure the daily workers attendance follow up and edit the attendance sheets
  • Ensure the payments of daily workers
  • Ensure daily workers have all required safety equipment (safety shoes and gloves).
  • Ensure adequate ventilation of the storage premises
  • Organize and supervise cleaning (and regular disinfection if necessary) of storage spaces
  • Express his / her needs for daily workers to the Deputy Logistics Coordinator.
  • Assist with monthly rolling stock takes and the annual stock take, reconciling inventory records with physical counts and sharing the monthly report to the Supply chain Manager.
  • Fill the store required documents correctly (GRN, Stock Card, Bin Card, Internal Requests…)
  • Supervising materials and goods orders and dispatch in order to ensure its rational use.
  • Receiving orders and deliveries, identifying and reporting potential discrepancies against cargo manifest or others. Stores materials in accordance with the system in force in order to ensure continuous availability.
  • Updating and/or creating stock cards for all stock items immediately after reception of goods.
  • Storing materials in accordance with the system in force in order to ensure continuous availability ensuring that all items are well organised and correctly stored, well protected, fully identified and easily accessible (cleanliness, security, access, etc.).
  • Keeping a special control of “sensitive” goods: numbers of lots, expiry dates, packaging and special storage conditions
  • Preparing orders on time before sending goods, and packs (according to transport means) weighs and labels freight with corresponding shipping number, destination, number of shipping units, way bill number, weight and mode of transport in accordance with the line manager’s instructions
  • In conjunction with the line manager, performing physical stock counts in accordance with the frequency previously defined. Following up stock levels with regards to alarms thresholds, stock out and expiry dates.
  • Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured. Immediately informing the line manager of any problems arising in the course of the work, particularly with regard to damage, loss, attempted break-ins or theft in the warehouse.

Transportation:

  • Manage and plan, in collaboration with the line Supervisor, the shipment of goods between the projects and/or from the capital to the projects choosing the best possible means of transport
  • Being responsible for the reception of international freight and its forwarding to the field.
  • Regularly assessing the local transport market (companies, prices, services, delays,…), and proposing different third party providers for validation
  • Contact required transporters for deliveries and transport
  • Fill the transport documents correctly (Waybill,…) and archive them accordingly.

Documentation and Reporting:

  • Give daily report to the Supply Chain Manager about the progress of the logistics activities.
  • Archive and centralize logistics files related to his domain

Requiered Skills

Job Title: Community Health Worker Supervisor

General Objective

  • The community health workers’ supervisor is responsible of the community health workers’ team and is in charge of the preparation, the implementation and the monitoring of their activities, to promote, maintain and improve the individual and community health by assisting and encouraging the community to adopt healthy behaviours.

Other Duties:

Job Title: Community Worker Officer

Job Title: Deputy Health Project Manager

General Objective

  • Under the supervision of the health project manager, the deputy health Project Manager shall ensure the overall support and direct supervision of the teams working in Pui facilities and enrolled in PUI health project in Bolori II
  • S/he should assist the health pm in planning, organizing, implementing and monitoring of agreed health and nutrition project activities and planned capacity building.

Responsabilities and Tasks
Implementation and Monitoring of Medical Program/s:

  • He/She ensures that beneficiaries and local populations understand the project objectives and participate actively in their implementation.
  • He/She ensures the proper organization and functioning of the medical teams, and ensures compliance with goals defined in the project proposal.
  • Notably, he/she follows up the performance indicators defined, reports on progress to his/her immediate supervisor (Health PM), indicates difficulties encountered in project implementation, and proposes improvements or reorganization on an as needs basis.

  • In the event of visits from Donors, he/she participates actively in the preparation and the smooth organization of the visit.

Job Title: Lab Technician

  • The Laboratory Technician will carry out rapid laboratory tests to identify disease causes and provide accurate information for diagnosis and treatment of clients according to PUI guidelines.

Job Title: Midwife – PHC

  • Under the direct supervision of the SRH supervisor, the Midwife provides MNCH/ SRH care services, including ANC, PNC, Basic Emergency Obstetric and Neonatal Care, family planning, etc.

  • Ensure all new staff have ID cards.

Recruitment:

  • Prepare vacancy announcements for National staff in all PUI bases in the country.
  • Receive all applicants’ Cvs, draft candidates’ list, and conduct interviews to recruit in required positions and file all applicants’ CVs & Documents in specific binders.
  • Draft employment contract for senior National staff and collect all information required for contract. (ID card, photos, identification information, reference etc.)

Payroll:

  • Gather information from the bases and update in the Data RH all necessary information.
  • Check and control all staff grade, salary & position to be in accordance with PUI salary grid and internal process
  • Cross check the Data HR of each base by travel to each base to make sure they are following the accurate data and information.
  • To prepare payslips based on the Data RH at the end of each month and ensure it is signed by each employee;
  • To ensure documents regarding legal contributions to national schemes are regulrary archived.
  • Prepare the International staff presence table and Vacation follow up in the country and send it on a monthly basis to his/her supervisor.

General administration & daily HR management:

  • To file and archive the general administration documents (renting contracts, MoUs, etc.)

  • To file leave requests of all employees (paid leaves, sick leaves, circumstance leaves)  and help the supervisor to draw up an annual leaves plan according to personnel requests

Filing:

Job Title: Cook and Cleaner

General Objective

  • Under the direct supervision of the Logistics Officer and the overall supervision of the Logistics Coordinator, the cook/cleaner is responsible for preparing meals for expatriates and cleaning of both office and Guest Houses in accordance with the rules of cleanliness and hygiene.
  • He/She will clean the Guest House(s), compound and Office(s) of PUI personnel in order to keep these areas clean, safe and pleasant
  • He/she also will take care of the laundry of PUI expatriate personnel.

Responsibilities and Tasks
Cleaning:

  • Ensures that the office and Guest houses are very clean and comfortable for staff at all times. This includes cleaning and disinfecting areas as appropriate plus regular fumigation against rodents and insects.
  • Empty paper and trash cans, and ensure the compound and cabbage bins don’t litter.
  • Wash, dry and iron clothes belonging to PUI expatriate personnel, as well as restroom and household linen
  • Clean the kitchen and refrigerator reqularly; and ensure water dispensers are cleaned and disinfected reqularly.
  • Manage the stock of cleaning products and office provision under the supervision of his/her direct supervisor; and report/request items as appropriate.

Maintenance:

  • Ensure that each bathroom is equipped with toilet paper, soap and a hand towels and each room is dressed every 3 days; and/or beddings are changed immediately a staff leaves the room.
  • Monitor the provision of Drinking water in all premises of PUI.
  • Report any repair or maintenance work needed related to hygiene to the supervisor, as well as any relevant information related to his/her responsibilities.
  • Evaluate gas and monitor gas consumption.

Cookery:

  • He/she is also responsible for requesting the food and equipment necessary for this work, and the maintenance of his/her workspace.
  • Prepare food as per instructions of the expat staff
  • Manage food and commodity stocks for expatriate accommodation
  • Prepare meals according to the fixed number of people and definite planning, checking that the food is healthy and the menus varied.

General Objective

  • The Finance officer has to assist the AdminManager in all the activities related to finance and cash management.

Responsibilities and Tasks
Treasury & Cash Follow-up:

  • To manage the petty cash
  • To do daily physical inventory of the petty cash with the Admin Assistant, and report any discrepancies to superior
  • To insure availability of cash at base level and forecast any cash issue

General objective

  • Under the direct supervision of the Logistics Officer, the Security Guard responsible for ensuring the protection and security of PUI property (offices, warehouse, houses, equipment, material, etc.) and personnel.

Responsabilities And Tasks
Screening:

  • Prevent the entry of anyone who does not have a valid reason to enter or contact the appropriate team for authorization.
  • Prevent the entry of anyone carrying a weapon
  • Screen any visitor’s cars coming into any PUI premises
  • Screen persons authorized to enter the premises and make sure all visitors fill and sign the visitor’s book with the necessary details
  • Provide all visitors with a visitor tag and make sure all non-PUI staffs are carrying their tag to be identified
  • Inform the relevant person of the visitor’s arrival
  • Guide visitors to the appropriate person or to the waiting area.

Guarding:

  • Ensure security of PUI premises and property to be protected by watching over the entire designated area and perimeter fence and carrying out regular patrols
  • Keep watch over the perimeter fence of the PUI facility;
  • If guarding a door or gate, remain close to it;
  • Immediately contact his/her direct supervisor in case of intruders/thieves.

  • Remain on duty until other guard comes to do a handover and never leave the post unattended.
  • For each movement, register all information in the movement book: time, destination, passengers…
  • Do not carry or use any weapon during working hours.

Equipment:

  • Look after all equipment provided.
  • Ensure that the guard’s torch is working properly, return used batteries and keep the necessary supply of spare batteries.
  • Ensure that radio/phone is working and that there is always an extra battery or charger available.
  • Ensure the correct use of generator and water pump: starting, switching off, record sheet of operating hours and maintenance. Ensure that tanks are full with diesel/petrol.
  • Ensure correct use of extinguishers as well as know where they are located.
  • Hand over correctly at each change of shift checking that all guard material is in perfect state (ex. radio, torch, boots, raincoats, etc.) and in case of a problem report it to line manager.

Other tasks:

  • Keep working area within PUI premises clean and tidy
  • Activate and switch off the generator as needed or as specified by established procedure, and fill out the log book
  • Ensure that there is always a fuel reserve in the generator and check the oil level
  • Assist with the loading and unloading of goods/materials, if necessary
  • Inform line manager of any incidents within or near the premises

  • The Logistics Officer ensures and supports the Field Coordinator in activities linked to assets, premises, fleet, security and motorized equipment use according to PUI standards and procedures in order to have the material, infrastructure and vehicles in optimal running conditions.
  • He / She works under direct supervision of the Logistics Coordinator.

Responsibilities and Tasks
Fleet:

  • Assist the Logistics supervisor to ensure that the administrative documents for all vehicles are available, filed and monitored
  • Organize the schedule of vehicle movements and drivers at Coordination base level
  • Assist the Coordination Logistics Team to report all cars incidents and prepare the reports

Equipment and premises:

  • Dispatch the equipment on the base according to the needs, and update the equipment list accordingly
  • Make sure the assets are properly maintained and maintenance intervals and procedures are respected.
  • Make sure there is electricity at all times in both Guest Houses and Office premises.
  • Regularly inspect the base offices and living accommodation and follow up the office/GH maintenance if any (repairs, paintings…).
